Southwestern Ontario’s manufacturing base — steel, building products, machinery and fabrication — generates steady flatbed demand out of the GTA. It is a different market from dry van, with a smaller carrier pool, and it is far less forgiving of loads booked without checking the details first.

The right deck for the load
Flatbed, step-deck, double-drop and RGN each solve a different height and weight problem. Booking the wrong one is discovered at the shipper’s gate, which is the worst place to discover it.
Securement done properly
Load securement is regulated, and steel, coils and machinery each have their own requirements. The carrier’s equipment and experience matter more here than on any dry van move.
MTO permits for oversize
Anything over legal dimensions in Ontario needs a provincial permit, and permitted routes and travel windows come with it. That shapes the schedule from the start.
Tarping specified in advance
Whether a load needs tarping, and how many tarps, changes the rate and the carrier pool. Agreeing it up front avoids a dispute at pickup.
Open deck is the same job under another name
Open deck shipping, open deck freight, open deck transport - they all describe the same thing a flatbed does. If the load cannot go in an enclosed trailer because of its height, width or how it has to be lifted, it goes on an open deck. Ask for it by either name and you will get the same trailer.
Tarping is a decision, not an afterthought
Steel and machinery often travel bare. Building products, insulation and anything finished usually do not. Tarping adds labour at pickup, cost to the rate and time to the transit, so it belongs in the quote rather than in a conversation at the dock.
Ontario oversize runs on the permit clock
Anything over legal width, height or weight needs an MTO permit in Ontario, and a separate one for each state or province it passes through. Permits, not trucks, are what set the pickup date on oversize. Plan around the permit and the truck follows.
Where Ontario flatbed freight actually goes
Steel out of Hamilton, fabrication and machinery from the 401 corridor, building products across southwestern Ontario, and a steady southbound flow into Michigan, Ohio, Pennsylvania and New York. Those are the lanes the local flatbed pool is built around, which is why they cover faster and price better than one-off runs.
Flatbed, step-deck, double-drop and RGN: matching the trailer to the height
Open deck equipment is a family, not a single trailer, and the one you need is decided almost entirely by how tall the load is. A standard 48 or 53 foot flatbed sits around 5 feet off the ground, which leaves roughly 8 feet 6 inches of legal height for the freight before a permit is required. That covers most steel, lumber, pipe, palletised building materials and general machinery. If the load fits under that ceiling and can be loaded from the side or the top, a flatbed is the cheapest and most available answer and there is no reason to go further.
A step-deck, sometimes called a drop deck, lowers the main deck to about 3 feet 6 inches, buying roughly another 18 inches of legal height. That is the trailer for freight in the 8 foot 6 inch to 10 foot range, which in practice means a lot of industrial equipment, tanks, HVAC units and packaged machinery that would need a permit on a flatbed. Step-decks are slightly less abundant than flatbeds out of the GTA and price a little above them, but the saving on permits and escorts usually more than covers the difference on anything approaching the limit.
Double-drop and removable gooseneck trailers exist for the loads that defeat both. A double-drop has a well between the axles that sits about 2 feet off the ground, taking legal height up towards 11 feet 6 inches. An RGN detaches at the front so the load can be driven or rolled straight onto the deck, which is how self-propelled equipment and heavy machinery move. These are specialist trailers, there are far fewer of them, and they need more lead time. If your freight needs one, tell us early, because finding an RGN in the GTA on the same day is not a realistic plan.
Load securement standards and the working load limit arithmetic
Cargo securement on open deck freight is governed by the North American Cargo Securement Standard, adopted in Ontario and in the United States, and it is not a matter of judgement. The aggregate working load limit of the tiedowns has to be at least half the weight of the article being secured. Each tiedown is rated, each anchor point is rated, and the working load limit of the assembly is the lowest rated component in it. A 4 inch strap rated at 5,400 pounds working load limit anchored to a point rated lower is only as strong as the anchor.
There are minimum counts as well as minimum strength. Articles longer than 10 feet need at least two tiedowns for the first 10 feet and one more for every additional 10 feet or fraction of it, and there are separate commodity-specific rules for logs, metal coils, concrete pipe, lumber, roll paper, machinery and crushed vehicles. Coils in particular have their own detailed regime depending on whether the eye is vertical, crosswise or lengthwise, and it is one of the areas where enforcement is strict because the failure mode is catastrophic.
Drivers are required to inspect securement within the first 80 kilometres and then at regular intervals through the trip, and roadside enforcement in Ontario and across the border checks it. A load that shifts is not just a claim, it is an out-of-service order and potentially a CVOR hit for the carrier. This is why we care which carriers run open deck freight rather than treating flatbed as interchangeable capacity. A carrier that runs steel every day has the right straps, chains, corner protectors and edge guards on the truck. A dry van carrier who took a flatbed load to fill a gap frequently does not.
Steel, lumber and machinery: how the freight itself changes the trailer
Steel is dense and concentrated, which makes it a weight problem rather than a space problem. A load of coil or plate can hit the legal gross limit occupying a fraction of the deck, and where it sits on that deck determines whether the axle weights are legal. Coils need coil racks or timber cradles and the securement rules specific to their orientation. Structural steel, beams and rebar are long, need spacers and edge protection, and the overhang rules matter. None of this is unusual, but it is specialist, and it is worth booking with somebody who has done it before rather than somebody who will work it out on the day.
Lumber and building materials are usually the opposite problem. Banded packs of dimensional lumber, drywall, roofing and insulation fill the deck long before they reach the weight limit, and most of it has to be tarped because the customer will not accept water-damaged product. Building supply deliveries also frequently go to sites rather than docks, which means the truck needs to be unloaded by a site forklift or a boom truck, and the availability of that equipment on the day is a real scheduling constraint that belongs in the plan rather than being discovered on arrival.
Machinery and industrial equipment are the loads where the details do the most damage if they are wrong. Crated or uncrated changes the securement and the tarping. Centre of gravity changes the deck position and the axle weights. Lifting points determine whether a crane is needed at either end or whether a forklift with the right capacity will do. Fragile or sensitive equipment may need a dedicated straight truck or air-ride suspension. Send dimensions, weight, lift points and a photograph, and the quote will be a real number rather than a guess that changes when the driver arrives.
Open deck across the border: permits and securement on both sides
An oversize load that is legal in Ontario is not automatically legal in Michigan or New York. Permits are issued jurisdiction by jurisdiction, each state and province sets its own dimensional thresholds and its own travel restrictions, and a load crossing several of them needs a permit from each. Permits also carry conditions: allowed travel hours, weekend and holiday restrictions, curfews through urban areas, and escort or pilot car requirements that step up as the dimensions grow. Assembling a multi-jurisdiction permit package takes days, not hours, and the routing is fixed once it is issued.
The securement standard is essentially common across Canada and the United States, which helps, but the enforcement culture and the inspection intensity vary and open deck freight is visibly inspectable in a way that a sealed dry van is not. A flatbed with a marginal strap count gets noticed at a scale house. This is one of the reasons carrier selection matters more on open deck cross-border freight than on almost anything else: the load is on display for the entire trip and every jurisdiction it passes through can see it.
The customs side is the ordinary cross-border process, with one practical difference. Oversize loads run on fixed permitted routes and restricted travel windows, so the crossing is chosen by the permit rather than by the wait time on the day. That removes the flexibility we would normally use to route around a slow booth, which in turn makes the pre-arrival filing more important, not less. The entry has to be ready and the eManifest transmitted so the truck clears when it arrives, because a permitted load that misses its travel window does not simply carry on, it waits for the next one.
Loading, unloading and who supplies the equipment
Open deck freight is rarely loaded at a dock. It is loaded from the side by forklift, from above by crane or overhead gantry, or driven on under its own power. Which of those applies decides who needs to be present, what equipment has to be booked, and how long the truck sits. On a flatbed the driver is responsible for securing the load but is generally not responsible for loading it, and expecting a driver to operate your forklift is a liability question nobody wants to answer after the fact.
The recurring failure is at the delivery end, particularly on construction and site deliveries. A truck arrives with 40,000 pounds of steel and the site forklift is on another job, or the crane was booked for the previous day, or the site is not accessible to a 53 foot trailer at all. Every hour after the free time is detention, and on open deck freight the driver often cannot leave because the load is still secured to the trailer. Confirming the unloading equipment and the site access before the truck departs is the single most effective thing a shipper can do to control open deck costs.
Tarping deserves the same treatment. Tarps are heavy, tarping is physical work performed by the driver at the shipper site, and it is a charged accessorial, typically stepped by the number of tarps and the height of the load. It also takes time, which is why a load that needs tarping and was not quoted as tarped tends to produce an argument at the dock. Specify it at booking. If the freight can travel untarped, say that too, because it is cheaper and faster and there is no reason to pay for a tarp on a load of galvanised steel that does not need one.

- How much notice do you need for a flatbed out of Toronto?
- More than for a dry van. The flatbed carrier pool is smaller, and if the load needs tarping, specialised securement or permits, that narrows it further. A day or two is usually workable for standard flatbed on a known lane; anything oversize should be planned around the permit timeline rather than the truck.
- When do I need a step-deck instead of a flatbed?
- When the freight is too tall to travel legally on a standard flatbed deck. A step-deck sits lower, buying you height. Beyond that, double-drop and RGN trailers go lower still. The deciding number is the load height plus deck height against the legal limit, which is why we ask for dimensions rather than a description.
