Terminals

Where your container actually lands in the Lower Mainland

Vancouver is not one place as far as a container is concerned. Deltaport sits out at Roberts Bank in Delta, well south of the city and connected by a causeway, and it handles the largest vessels. Vanterm and Centerm sit on Burrard Inlet close to the downtown core, on constrained urban sites with very different road access. Which terminal your box discharges at is decided by the ocean carrier's service string, not by you, and it changes the drayage cost, the trucking time and the appointment system your carrier has to work through.

That matters because Lower Mainland drayage is appointment-driven. Terminals run booking systems for truck access, slots are finite, and a missed appointment usually means the next available window rather than an immediate re-entry. A container that has been discharged is not a container you can collect whenever it suits, and the free time on the dock keeps running while you wait for a slot. This is the single biggest difference between how importers expect Vancouver to work and how it actually works.

Road access compounds it. The Deltaport causeway, the Highway 17 corridor and the crossings of the Fraser River all carry heavy commercial volume, and the truck routes between the port terminals and the warehouse districts in Surrey, Delta and Richmond are limited. A drayage move that looks like thirty kilometres on a map can take most of a driver's shift once the appointment window, the queue and the return of the empty are counted. Pricing drayage per container rather than per kilometre is not carriers being opaque, it is the only unit that reflects the actual work.

Inland corridors

Getting freight out of Vancouver: the mountain highways and what they cost you

Everything leaving Metro Vancouver by road for the rest of Canada has to cross the Coast Mountains, and there are only a few ways through. Highway 5, the Coquihalla, is the fastest route to Kamloops and then east, and it is the default for most freight. Highway 1 runs through the Fraser Canyon and on through Rogers Pass. Highway 3, the Crowsnest, tracks further south toward the Kootenays and Alberta. All three climb hard, all three are exposed to weather, and none of them is a route you improvise on in January.

Winter is a scheduling input rather than an exception. British Columbia requires winter tires or chains on most mountain highways through the winter season, and commercial vehicles face chain-up requirements when conditions demand them. Closures for avalanche control, collisions and snow happen every year on the Coquihalla and through Rogers Pass, sometimes for hours. A Vancouver to Calgary transit quoted without any slack in December is a transit that will be wrong several times over the winter, and the honest answer is to build the buffer in rather than apologise for it later.

This geography is also why intermodal is a serious option out of Vancouver in a way it is not everywhere. Both major railways serve the port and run long-haul container service east, and for freight that can absorb the extra days the rate difference over a truck is substantial across that distance. The decision is almost never about the rate on its own. It is whether your inventory position can carry a longer and slightly less predictable transit, and for a lot of imported goods heading to Ontario or Québec, it comfortably can.

Cross-border

Cross-border freight from British Columbia

Commercial freight moving south from the Lower Mainland goes through the Pacific Highway crossing at Surrey into Blaine, Washington, which is the truck crossing for the region and feeds Interstate 5 down to Seattle, Portland and California. Aldergrove and the Huntingdon crossing at Abbotsford serve their own catchments. Seattle is a comfortable same-day run, Portland is a day, and the California lanes are two to three days depending on how far south the delivery sits.

The filing mechanics are the same as anywhere else on the border and so are the failures. The carrier issues a PAPS barcode for southbound freight, the entry is filed against it before the truck arrives, and the ACE eManifest is transmitted inside the advance window. Northbound uses PARS and ACI, with the importer registered on the CARM portal and financial security posted for release before payment. What is specific to this corridor is how short the runs are, which means border time is a larger share of the total than it is on a long haul.

There is a second category worth knowing about, which is freight that is imported through Vancouver and then moves south into the United States, or the reverse. Depending on how it is structured that can be an in-bond movement, a transhipment, or a straightforward import followed by an export, and the three have very different duty consequences. Getting the structure decided before the goods ship is considerably cheaper than unpicking it afterwards, and it is one of the more common places where an importer pays duty they never needed to pay.

The freight British Columbia actually ships, and what each type needs

Import containers dominate the inbound flow and set the character of the whole market. Consumer goods, electronics, furniture, machinery and industrial inputs arrive from Asia, and most of it is destined for somewhere other than British Columbia. That means the province handles an enormous amount of freight that is only passing through, which is why transload capacity, rail ramps and long-haul trucking out of the Lower Mainland are as developed as they are, and why the local market is unusually sensitive to what is happening at the terminals.

Outbound is a different set of commodities entirely. Forest products, lumber and panel goods move on flatbeds and in containers. Agricultural and food products, including a substantial refrigerated flow, move east and south. Seafood out of coastal communities needs proper cold chain and often needs speed. Mining and energy equipment moves into the interior and the north on open deck, frequently oversize and frequently to sites rather than docks, which makes site access and unloading equipment a real scheduling constraint rather than a detail.

The temperature-controlled side deserves specific attention because British Columbia produce and seafood are both unforgiving. A reefer maintains temperature, it does not create it, so product goes in at its target temperature and the pulp temperature is recorded at loading. Chill-sensitive commodities are damaged by being too cold as readily as by being too warm, so the setpoint is a per-commodity decision. And the temperature download is the evidence when a receiver rejects a load, which is why it is pulled at delivery and filed with the paperwork rather than left in a portal that expires.

Open deck and oversize freight into the interior and the north is the other category with its own rules. Load securement follows the North American standard on both sides of the border, permits for oversize dimensions are issued jurisdiction by jurisdiction with their own travel windows and escort requirements, and the mountain highways add grade and weather to everything. A permitted load runs on a fixed route at fixed hours, which removes the flexibility to route around a problem, so the planning has to be done properly before the trailer is loaded.

Capacity

Industrial land in Metro Vancouver is constrained by geography in a way that most Canadian markets are not. The region is boxed in by mountains, the ocean, the US border and the agricultural land reserve, and the result is that warehouse space is expensive and vacancy has been persistently low. Practically, that means overflow space is not something you find in the week you need it, and it means the cheapest square footage is often a long way from the terminals, which puts the saving straight back into drayage.

Transload is the usual answer for import volume. The container is unloaded near the port, the goods are reloaded onto a domestic trailer, and the box goes back to the terminal quickly rather than travelling inland and sitting. That does three things at once: it stops the per diem clock early, it lets a container's contents be split between destinations, and it converts marine-container volume into standard 53-foot trailer loads, which are cheaper and easier to move across the country. For anything moving beyond British Columbia it is frequently the difference between a workable landed cost and a bad one.

Where inventory genuinely has to sit in the region, the practical choices are Surrey, Delta, Richmond and the Fraser Valley, and the decision is the same as it is anywhere else: locate against where the freight goes next, not against the rate per square foot. If most of your outbound is US-bound, being close to the Pacific Highway crossing matters. If it is local retail distribution, being close to the population matters. If it is import volume moving east, being close to the terminals and the rail ramps matters more than either.

The practical question for most importers is how much space to hold and where to hold it. Space close to the terminals is the most expensive in the region and the most useful for fast transload, while space further out in the Fraser Valley costs less and suits inventory that is not racing a free-time clock. Splitting the two, a small fast-turn footprint near the port and bulk storage inland, is often cheaper than forcing everything into one location chosen for a single purpose. We size that split against your actual container volume and how quickly the goods move, because holding the wrong kind of space in the wrong place is one of the more expensive habits in Pacific gateway logistics.
